15 Mega Infrastructure Projects Under PM Gati Shakti: Transforming India by 2028
India is investing in 15 mega projects estimated to be around $240 billion dollars and are expected to be completed in the next 3 years. By 2028, these efforts target halving logistics costs to 10% of GDP, tripling rail freight capacity, and increasing power generation from renewable sources by 40%, reshaping the nation into a top global manufacturing hub.
Urban Mobility
The PM Gati Shakti blueprint is a Rs. 100 lakh crore digital platform uniting 16 ministries across 1200+ data layers, including roads, rails, airports, and more. By 2028, Gati Shakti will deliver logistics cost reductions to 14%, 10% of GDP, and 2 lakh crores of annual savings.
- Mumbai’s Prabadevi Double-Decker Flyover : Handling 50,000 vehicles daily, this flyover slashes peak hours delays by 35%. It is an eastern corridor connecting Shil Phata to Ranjnoli via Kalyan with a 21km stretch, featuring a lower deck for vehicles and an upper deck for metro rail. The project cost Rs. 600 crore.
- Metro in the Mountains : Jammu’s 23 km stretch connecting 22 stations of Jammu & Kashmir is the northernmost metro with an investment of Rs. 8500 crore. Phase 1 is 50% complete as of May 2025. By 2028, Phase 1 will be operational, commuting 1.5 lakh passengers daily and connecting Jammu economic zones to residential hubs.
- Surat’s Driverless Metro Network : This 40 km network covers 2 corridors with 37 stations, one corridor is 21.6 km north to south, and another is 18.7 km east to west. The project cost Rs. 12,020 crore and is 70% complete. The driverless metro will link to the Ahmedabad metro.
International Airports
- Bhogapuram International Airport : Located in Visakhapatnam, Andhra Pradesh, this greenfield international airport is built on 2500 acres of land. Phase 1 can handle 6 million passengers and is expandable to 30 million. It includes a 3500-meter runway, and the project cost Rs. 4500 crore. The airport is 86% complete as of September 2025.
- Navi Mumbai International Airport : India’s largest airport, built on 1,160 hectares of reclaimed land in Ulwe, is India’s first greenfield airport featuring 2 full-length parallel runways, one of 3700 meters and the other 4000 meters, capable of handling the world’s largest aircraft, including the Airbus A380. The ultimate capacity will be 90 million passengers per year, with Phase 1 costing Rs. 16,700 crore. The airport is 95% complete and will generate approximately Rs. 25000 crore in economic activity.
Highways and Freight
- Varanasi Kolkata Expressway : This 710 km expressway connects Uttar Pradesh, Bihar, Jharkhand, and West Bengal, reducing travel time from 15 hours to 11 hours. The project investment is Rs. 30,000 crore, and it is 60% complete. The 6-line corridor will be expanded to 8 lines by late 2026 or early 2027, including 26 major bridges and bypassing 40+ towns.
- Bharatmala Pariyojana Phase 1 : A 34,800 km highway mega program launched in 2017 with an investment of Rs. 5.35 lakh crore. It includes economic corridors, border roads, coastal routes, and port connectivity. As of late 2024, 54% of the work is completed, and it will be fully operational by 2027-2028. By 2028, over 25,000 km will be operational, cutting freight time by 20% and enabling Rs. 50,000 crore in new export corridors.
- Delhi-Mumbai Expressway : India’s longest 1350 km greenfield expressway with 8 lanes wide, expandable to 12, connecting Delhi, Haryana, Rajasthan, Gujarat, and Maharashtra. This expressway will reduce travel time from 24 hours to 12 hours, with a project cost of Rs. 1 lakh crore. 98% of the project is completed and will be operational in December 2025. EV charging stations along the corridors will cut logistics costs by Rs. 18,000 crore annually.
- Dedicated Freight Corridors : DFC eastern and western India are rewriting rail with 2 freight-only super highways. The Eastern DFC, 1,504 km from Ludhiana to Dankuni, will be operational from June 2026. The Western DFC, 1,504 km from Dadri to Mumbai, will be ready by December 2026. The rail can handle 25 ton axle loads, with an investment of Rs. 81,459 crore, cutting freight costs by 20%.
High Speed Rail
- Bengaluru – Hyderabad High Speed Rail : This rail will reduce travel time from 19 hours to 2 hours, covering a distance of 626 km. The project investment is Rs. 60,000 crore. Using Japanese or Chinese HSR technology, it will have only 10-12 stops, passing through Kempegowda airport, Tumkur, Anantapur, and Kurnool, and will be ready by 2030.
- Mumbai Ahmedabad Bullet Train : India’s first bullet train, covering 508 km in 2 hours 7 minutes, down from 9 hours. Using Japan’s Shinkansen E5 technology running at 320 km per hour, the project investment is Rs. 1.08 lakh crore. L & T handles a Rs. 24,985 crore contract, and the bullet train will be operational by 2029.
Energy, Logistics, and Smart Cities
- Renewable Energy : The 500 GW mission spotlights Gujarat’s Khavda mega park, which will be the world’s largest at 30 GW, and offshore wind targeting 400 GW by 2028 for energy independence.
- Logistics Revolution : Through the National Logistics Policy and ULIP platform, cargo will be tracked nationwide via 35 multi-modal parks, rivaling China’s logistics capabilities.
- Smart Cities : The Smart Cities mission is nearing completion in 100 urban centers, deploying AI traffic, IoT waste systems, and command centers for 15 crore residents, achieving 25% better efficiency.
