Income Tax Department Exposes Multi-Crore Sand Mining and Real Estate Scam
According to recent investigations by the Income Tax Department, a large network involving illegal earnings from morang sand mining in the Bundelkhand districts of Banda and Mahoba has come under scrutiny. The probe has revealed that crores of rupees generated from mining activities were allegedly funneled into real estate projects in Noida and Greater Noida, as well as investments in aviation companies. Authorities are also examining possible links to international hawala channels and the use of benami properties to conceal the source of funds.
The investigation initially began with a review of financial transactions related to mining operations in the Bundelkhand region. As officials delved deeper into the money trail, the probe gradually expanded to locations in Noida, Greater Noida, and Delhi. During searches at the premises of several real estate firms, builders, and business groups, investigators reportedly recovered documents and digital records indicating suspicious investments worth crores of rupees.
During the preliminary inquiry, authorities identified financial transactions linked to Banda-based mining businessman Dilip Singh. The probe later extended to real estate businessman Anand Shukla, who is said to be a director of a real estate company. Documents related to commercial projects in Greater Noida West have reportedly surfaced during the investigation. Officials suspect that funds generated from mining operations were invested in real estate ventures and then shown as legitimate income through business transactions. Evidence has emerged suggesting that mining operators and real estate companies created joint ventures or shell entities to facilitate these investments.
Investigators also found that some companies linked to the network recorded a sharp and unusual rise in income over the past few years. Financial records in certain cases showed transactions worth crores of rupees despite limited actual business activity. In several firms, individuals with little or no business background were appointed as directors. These reportedly included workers, drivers, and small employees. Officials suspect that such individuals were used as front directors in shell companies to route illegal earnings and present them as legitimate business revenue.
Search operations have so far led to the recovery of approximately ₹20 crore in cash and jewellery, according to preliminary information. The seizures are believed to be linked to multiple locations in Noida and Greater Noida. Investigators are currently examining the seized cash, valuables, and documents in detail. Early estimates suggest that the case may eventually reveal tax evasion and undisclosed investments amounting to several hundred crores of rupees.
The probe has also indicated that in some instances, properties such as flats, shops, and showrooms were allegedly given as bribes in exchange for overlooking irregularities in mining operations. Sources say these properties were not purchased directly in the names of officials but were instead registered under the names of relatives, associates, or other individuals. In some cases, even domestic helpers and employees were reportedly used as proxy owners. Investigators are now examining the financial transactions related to these properties, including rental income records, to determine the actual beneficiaries.
Experts say the mining sector in the state is widely considered one of the largest sources of cash-based earnings after the gutkha industry. In many mining areas, extraction beyond permitted limits and associated operations generate large amounts of cash transactions. Because such funds cannot easily be routed through the formal banking system, they are often invested in sectors like real estate or other businesses where large cash payments are common. Construction projects, in particular, are often seen as convenient channels for converting unaccounted money into apparently legitimate income. Investigators have also received indications that parts of this network may be linked to international hawala operators and certain business interests in the aviation sector. The Income Tax Department is currently conducting a detailed examination of the financial trail, and further revelations in the case are expected in the coming weeks.
