Maharashtra Govt Simplifies NA Land Conversion with Online Payments via BPMS
Mumbai, April 21: The Maharashtra government has taken a significant step towards digital governance by launching an online payment facility for non-agricultural (NA) land conversion premiums through the Building Plan Management System (BPMS). This move, introduced by Revenue Minister Chandrashekhar Bawankule, is expected to streamline the land conversion process and improve the ease of doing business in the state.
The new system allows citizens to make one-time conversion premium payments directly on the BPMS platform, eliminating the need to visit District Collector offices. This digitization effort is designed to enhance transparency, efficiency, and convenience in land administration across Maharashtra.
A key feature of the upgraded framework is its real-time synchronization capability. Payments made through the BPMS platform are automatically updated on the 7/12 extract, ensuring seamless and accurate land record updates without manual intervention. This reduces delays and minimizes the scope for discrepancies, making the land administration process more reliable and transparent.
The reform also introduces a one-time, ready reckoner-based conversion premium, replacing the earlier system of annual NA tax assessments. According to the government, this change is intended to ease compliance burdens on citizens and create a more predictable and investor-friendly regulatory environment. By simplifying the payment process, the government aims to attract more investments and foster economic growth.
The initiative has been recognized by the Government of India as a 'best practice' model for improving ease of doing business. It has the potential to be adopted by other states, setting a benchmark for digital governance and land administration.
Further system upgrades are in the pipeline, with a major enhancement to the Auto DCR (Development Control Regulations) system expected to be completed within the next 10 days. This upgrade will ensure better alignment with the new conversion framework and strengthen overall system integration, further enhancing the efficiency and reliability of the land administration process.
The digitization of the real estate lifecycle, from application to approval, is expected to reduce project timelines and lower compliance costs. The integration of the conversion process with the Annual Statement of Rates (ASR) will bring greater standardization and accountability by minimizing discretionary decision-making.
Citizens and stakeholders can access the new facility through the official state portal. This initiative marks a significant step towards modernizing land administration in Maharashtra, making it more accessible and user-friendly for all stakeholders involved.
