The Maharashtra Housing and Area Development Authority (MHADA) is prioritising large-scale cluster redevelopment across Mumbai with a plan to create approximately 20,000 affordable housing units over the next six to seven years by redeveloping ageing residential layouts and consolidating fragmented redevelopment projects.

The initiative focuses on redeveloping large clusters of buildings rather than individual structures, a shift that MHADA officials said would enable more efficient use of land and infrastructure in the city's constrained real estate environment. According to Sanjeev Jaiswal, vice president and chief executive officer of MHADA, cluster redevelopment projects currently under planning or implementation could collectively unlock around 800-1,000 acres of land across Mumbai.

The housing authority expects these projects to generate roughly 10 lakh sq m of residential stock that will primarily fall within the affordable housing segment. Based on current planning estimates, this output could translate into approximately 20,000 housing units, largely sized between 500 sq ft and 700 sq ft. These homes will be offered at prices determined using a formula linked to ready reckoner rates rather than prevailing market prices.

Officials indicated that cluster redevelopment would also prioritise the rehabilitation of existing residents living in older MHADA buildings. Many of these structures were developed several decades ago and contain units measuring around 160-200 sq ft. Under redevelopment schemes, residents are expected to receive significantly larger rehabilitation apartments ranging from approximately 550 sq ft to 650 sq ft.

Several redevelopment schemes are already underway or at different stages of planning across the city. Key locations include Motilal Nagar in Goregaon, SVP Nagar in Andheri, GTB Nagar in Sion, Abhyudaya Nagar in Parel, Kamathipura in south Mumbai, Magathane in Borivali, Mandvi Reclamation, Adarsh Nagar, and Aram Nagar. These projects form part of MHADA's broader strategy to redevelop ageing housing layouts and address the shortage of affordable housing in Mumbai.

Historically, redevelopment in Mumbai has largely occurred at the level of individual buildings or small groups of two or three structures. However, officials said this approach often results in fragmented development and higher infrastructure costs per unit. Under the cluster model, redevelopment is undertaken across larger land parcels, often spanning 20-30 acres or more, allowing infrastructure costs to be distributed across a larger number of housing units.

MHADA also indicated that cluster redevelopment could generate substantial revenue through premiums. Estimates suggest such projects may yield around INR 25,000 crore in premiums over the next five to seven years while simultaneously expanding the supply of affordable housing in the city.

The redevelopment strategy aligns with broader housing objectives identified under regional planning initiatives, including efforts to improve housing affordability in Mumbai, where property prices remain among the highest in the country. Officials stated that coordinated action between state agencies, municipal bodies, and other stakeholders would be required to ensure the timely implementation of cluster redevelopment projects and the delivery of new affordable housing units.
