Mumbai Approves Master Plan for Dharavi Redevelopment

The Maharashtra government has given the green light to the master plan for the Dharavi Redevelopment Project, a significant step towards transforming one of Asia’s largest informal settlements into a sustainable urban enclave. During a high-level meeting at the Sahyadri Guest House, senior officials reviewed the comprehensive plan presented by the project’s Chief Executive Officer. The plan emphasizes an environmentally sustainable and integrated approach, prioritizing the rehabilitation of local artisans and residents.

The redevelopment, spanning approximately 173.90 hectares of the Dharavi Notified Area, is a joint venture between the Maharashtra government’s Slum Rehabilitation Authority and a private developer. The project’s estimated cost stands at ₹95,790 crore, with construction having commenced on January 14, 2025. Completion is slated for January 13, 2032.

A key aspect of the plan is the preservation of Dharavi’s unique identity as a vibrant economic and industrial hub. Officials have directed that every eligible resident receive housing within Dharavi, ensuring that no one is left behind. The plan also includes the rehabilitation of skilled artisans and small businesses to integrate them into the mainstream economy. To enhance infrastructure, the redevelopment will feature a comprehensive street grid with roads spaced every 125 meters and widths between 9-12 meters, transforming the area’s current congested layout. This design aims to improve mobility, walkability, and connectivity, promoting economic activity and seamlessly connecting Dharavi with the rest of Mumbai.

However, the project has faced criticism from local leaders and residents who express concerns over incomplete surveys, lack of public consultation, and potential displacement. Critics argue that the plan may favor developers at the cost of displacing thousands, branding it a real estate grab rather than genuine redevelopment. Despite the controversies, the government maintains that the project will be implemented through an environmentally sustainable and integrated approach, aiming to rebuild lives while preserving the core essence of Dharavi.
