Mumbai District Annual Plan 2026: Rs 813 Crore Approved for City Development

Mumbai’s District Planning Committee has approved the 2026-27 Annual Plan, allocating Rs 813 crore for key development works in the city. A draft outlay of a total of Rs 813.35 crore was approved for the District Annual Plan 2026-27, with Deputy Chief Minister Eknath Shinde directing officials to ensure time-bound, high-quality execution of development works, officials said.

The draft plan outlines funds for infrastructure upgrades, basic services, and local projects aimed at improving civic facilities and overall quality of life in different parts of Mumbai. The approved outlay includes Rs 785.35 crore under the General Plan, Rs 28 crore for the Scheduled Caste Sub-Plan, and Rs 72,000 for schemes outside the Tribal Sub-Plan area.

Chairing the meeting at the World Trade Centre, Shinde issued a stern warning to implementing agencies, saying officers who fail to complete sanctioned works within stipulated timelines or do not fully utilise allocated funds will face action. “Every rupee sanctioned must be spent effectively and within the prescribed timeframe. Development works in Mumbai must reflect international standards,” Shinde said, stressing coordinated team efforts across departments, as per the officials.

Reviewing the current financial year, officials informed the committee that of the Rs 406.42 crore approved under the General Plan and Rs 21.04 crore under the SC Sub-Plan, only Rs 131.16 crore has been spent so far. Shinde approved the necessary reallocation of funds to ensure 100 per cent utilisation before the financial year ends.

Deputy CM Eknath Shinde directed the Municipal Corporation to provide clean drinking water and toilet facilities in city parks, identify land for permanent dog shelters to tackle stray dog issues, remove unauthorised stalls in congested areas, ensure encroachment-free, safe, and clean footpaths, and install mobile toilets in markets, particularly to benefit women. He also called for coordinated efforts to reduce road accidents and address electricity-related issues. The civic body was further asked to beautify the equestrian statue of Chhatrapati Shivaji Maharaj at Shivaji Park.

On healthcare, Shinde said municipal hospitals are providing zero-prescription facilities under the Mahatma Phule Jan Arogya Yojana and directed authorities to propose inclusion of additional treatments not currently covered under the scheme.

Shinde announced that international-standard gardens are being developed along the Coastal Road and at Mahalaxmi Racecourse, to be connected via subways. Work is also underway to provide housing for mill workers in Mumbai. He instructed officials to step up measures to curb urban pollution.

Of the total proposed outlay for 2026–27, Rs 598.38 crore is earmarked for core sectors, including social services, agriculture, and energy. Rs 176.97 crore is allocated for non-core sectors, and Rs 10 crore for innovative schemes. Major allocations aligned with Sustainable Development Goals include Rs 242.42 crore for health infrastructure, Rs 31.46 crore for education, Rs 13.88 crore for women and child development, Rs 10 crore for skill development and employment, and Rs 3.20 crore for solar energy installations. Rs 30 crore is allocated for fisheries.

The plan also prioritises women empowerment, rehabilitation of vulnerable communities, solar energy in government offices, port development for the Koli community, tourism-led employment generation, and modernisation of government colleges and hospitals.

District Collector Aanchal Goyal informed the committee that 2026-27 will mark 100 years of the Mumbai Collector’s Office, with special programmes planned to commemorate the centenary year. At the outset of the meeting, Shinde paid floral tribute to the late Ajit Pawar. The meeting was attended by Minister Mangal Prabhat Lodha, several MLAs, senior civic officials, and members of the District Planning Committee.
