Pune Women Property Owners to Receive 50% Property Tax Discount

The Pune Municipal Corporation (PMC) has announced a significant property tax discount for women owners of smaller properties. This move comes amid criticism from citizens and civic activists who were expecting a more comprehensive tax relief as promised by political parties during the recent civic elections.

The Bharatiya Janata Party (BJP) had pledged to provide a blanket tax waiver for properties up to 500 square feet. However, the PMC's standing committee announced only a 50% tax discount for small properties owned by women. This decision has been labeled as a betrayal by some civic activists.

"Parties had promised to give a blanket waiver. It would have helped many people. But the ruling party has betrayed the people. Only a handful will benefit. The party's promises appear to be hollow," said Vivek Velankar, a member of the citizens' group Sajag Nagrik Manch.

Standing Committee Chairman Shrinath Bhimale defended the decision, stating, "We will offer more reliefs in days to come. The first step is to give a waiver to women property owners." This announcement was made during a press conference on Tuesday.

According to the PMC's budget data, there are approximately 14.92 lakh properties under its jurisdiction. As of February 19, 2026, owners of about 11.10 lakh properties have paid a total of Rs 2,713.60 crore in property tax. The PMC has set a target to generate revenue of Rs 3,250 crore by March 31, 2026.

The budget document also outlined several initiatives to improve tax collection and revenue generation. One of these is the 'Abhay Yojana' (amnesty scheme), which aims to recover penalty taxes on unauthorized constructions. Property owners will be incentivized through waivers on fines and interest. The PMC will also organize Lok Adalats to resolve pending disputes and hold special monthly camps across 15 ward offices to educate people about tax collection and revenue generation.

The self-assessment facility, which was previously available, will be reintroduced. The civic administration will also follow up with the state government to implement property tax assessment in newly merged areas in a phased manner, providing the necessary financial strength to develop basic amenities in these areas.

The budget documents further reveal that the PMC has yet to recover dues of around Rs 4,770 crore from mobile towers. This significant amount of uncollected revenue highlights the challenges the corporation faces in ensuring fair and efficient property tax collection.

Despite the criticism, the PMC's decision to offer a 50% tax discount to women property owners is seen as a step towards recognizing and supporting women's economic contributions. The move is expected to benefit a significant number of women property owners in Pune, although it falls short of the broader relief many had hoped for.
