Telangana Amends Building Rules to Boost Real Estate in Hyderabad
The Telangana government has taken significant steps to boost real estate development in Hyderabad by amending the building rules and relaxing Transferable Development Rights (TDR) norms. These changes are expected to extend the benefits up to the Outer Ring Road (ORR).
The government has issued a Government Order (GO) to introduce these amendments, which include enhanced flexibility in the rules related to the utilisation of TDR for building constructions. The Municipal Administration and Urban Development (MA&UD) Department has issued G.O. Ms No. 95, introducing several key changes to the Telangana Building Rules, 2012.
These amendments were made after careful consideration of representations from various stakeholders. The primary objectives are to rationalise TDR usage and increase flexibility in building regulations. The government aims to streamline the process of TDR utilisation and relax building parameters to promote real estate development in the city.
Under the new guidelines, buildings above 21 meters are classified as high-rise. For plots ranging from 750 square meters to 2,000 square meters, buildings with a height of 18 to 21 meters will be permitted only through the utilisation of TDR, provided they meet the required parking standards and other rules.
The amendments also allow setback relaxation through the utilisation of TDR for non-high-rise buildings. High-rise constructions will benefit from a 10 per cent setback relaxation through TDR, subject to maintaining a minimum of seven meters all-round setbacks.
For plots larger than 2,000 square meters, additional floors can now be constructed through TDR. The number of extra floors allowed will depend on the width of the roads abutting the plots. For instance, three additional floors will be permitted on a 40-foot-wide road, four floors on a 60-foot-wide road, and five floors on an 80-foot-wide road.
These changes are expected to significantly boost real estate development in Hyderabad, making it more attractive for builders and developers. The relaxed TDR norms and increased flexibility in building regulations will likely lead to the development of more high-rise buildings and better utilisation of land, ultimately contributing to the city's growth and urban development.
