However, sources close to the project have clarified that the Ahmedabad-based conglomerate is only a project developer and will not own any land in the project. The land parcels will be transferred to the Maharashtra government's departments, specifically the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA) of the state government's housing department.

The project aims to provide housing and commercial spaces, ensuring no displacement of Dharavi residents. The Adani Group, which won the project in open international bidding, will build tenements through its joint venture company Dharavi Redevelopment Project Private Ltd (DRPPL) with the Maharashtra government. The tenements will then be handed over to DRP/SRA for allocation to residents of Asia's biggest slums.

Sources have denied allegations of land grab made by MP Varsha Gaikwad, stating that the land remains allocated to DRP/SRA at rates decided by the government. DRPPL has to pay the government as per demand just for the development. The state support agreement, which is part of the tender document, clearly states that the state government will support the project by giving land to its own DRP/SRA department.

The project seeks to improve the quality of life for over one million residents of Dharavi through a human-centric approach. The project includes several additional initiatives, such as sustainable multi-modal transport systems, state-of-the-art infra utilities, and vocational-based skilling for youth and other wage aspirants of Dharavi.
