Real Estate:The Bengaluru chapter of the Confederation of Real Estate Developers’ Associations of India (Credai) has expressed concerns over the city municipal corporation’s requirement for a no-objection certificate (NOC) from the Government Flying Training School (GFTS) at Jakkur for providing essential approvals such as commencement and occupancy certificates for residential projects.

This requirement could lead to significant delays and challenges within Bengaluru’s residential real estate sector, which is crucial to the city’s ongoing housing development initiatives, the association claimed.

In a letter addressed to the additional chief secretary of the urban development department in Karnataka, Credai Bengaluru questioned the requirements of the NOC given the current operational status of the flying school in North Bengaluru.

“The Directorate General of Civil Aviation (DGCA), which is the licensing authority, has not renewed the licence for GFTS, Jakkur, since December 2023,” the letter said. “Moreover, several safety-related observations have been made by DGCA regarding flying operations at GFTS, including a reduced runway length and outdated equipment. Under such circumstances, the question of GFTS issuing a legitimate NOC simply does not arise,” it said.

According to Credai, GFTS has not held any meetings for several months, meaning no official NOC has been, or can be, issued. This lack of authorisation has led to significant project delays, it claimed.

“Developers face mounting challenges as their projects remain held up due to this procedural bottleneck,” said a senior Credai official. The delays are further compounded by the absence of any clear bylaw mandating a GFTS NOC under the regulations of the Bruhat Bengaluru Mahanagara Palike’s (BBMP), according to builders.

Safety concerns form a critical part of Credai’s argument against the NOC requirement. The residential and commercial developments surrounding GFTS include dense infrastructure such as malls, schools, hospitals, and transport systems including airport flyovers and metro lines.

Credai cautioned that these developments face risks due to the safety hazards posed by GFTS’s limited and outdated operational capabilities.

The letter urges the Karnataka Urban Development Department to instruct the BBMP to revoke the NOC mandate.

“With Bengaluru’s residential market growing rapidly to meet demand, administrative holdups over unclear and outdated requirements create detrimental uncertainty for all participants,” said the managing director of a real estate development firm in Bengaluru.
