L Sivakumar, a BJP functionary from Cuddalore, was arrested by the city police.
Sivakumar was arrested for allegedly threatening a city-based realtor and demanding that he register a 15-acre plot in his name.
Sivakumar provided a loan of Rs 3 crore to Moorthy to purchase land and develop it into plots.
Moorthy bought a 14.8-acre land parcel at Palur in neighboring Chengalpattu district.
The Choolaimedu police registered a case and arrested Sivakumar on Tuesday night. The police are also searching for the four men who accompanied Sivakumar.
