In the absence of clear regulations, private companies often collect and share personal address information without consent. The new initiative aims to place control back in the hands of individuals, ensuring that address details are only shared with explicit user permission.

With the rapid growth of e-commerce, logistics, and app-based delivery services, the demand for accurate and standardized addresses has surged. However, most Indian addresses remain ambiguous or incomplete, often relying on nearby landmarks. This lack of clarity costs the economy an estimated $10–14 billion annually, roughly 0.5% of the national GDP, due to delays, misdeliveries, and logistical inefficiencies.

The proposed solution is a comprehensive ‘Digital Address System’, designed to define how addresses should be written, stored, and accessed securely. It will include privacy-first protocols to ensure that digital platforms can access address data only with informed user consent. The project is being led by the Department of Posts, under close supervision from the Prime Minister’s Office. A draft policy is expected to be released soon for public consultation, with final rollout likely by the end of the year. The winter session of Parliament may also see the introduction of a new law to formally establish an authority to oversee this digital address framework.

At the heart of this system will be DIGIPIN (Digital Postal Index Number) — a unique, 10-character alphanumeric code based on exact map coordinates. Unlike traditional PIN codes, which cover large areas, DIGIPINs will offer pinpoint accuracy down to individual homes or businesses. This will especially benefit rural areas, informal settlements, and geographically challenging regions like forests and hills, where conventional address systems are often inadequate.

The draft policy outlining the address standards is expected to be published for feedback within a week. If successful, this digital address system could become a foundational tool, on par with Aadhaar and UPI, enhancing everything from identity verification to last-mile delivery.
