Residents in Gurugram have lodged FIRs against a tehsildar, a patwari, and a real-estate developer company for allegedly duping them with forged documents and fake approvals.

Gurugram Residents Duped by Forged CM Letters and Fake RERA Approvals
Real Estate:A tehsildar and a patwari posted in Gurugram, along with six others, including a real-estate developer company, were booked on Thursday on charges of corruption, cheating, and forgery. The accused are also charged under various provisions of the Indian Penal Code (IPC) for allegedly duping people by selling parcels of land under the guise of the Haryana government’s policy of promoting “organic farming”.

The parcels of land in question are located in Karnki and Tolni villages in Sohna tehsil of Gurugram district, approximately 11 km from the district headquarters. The matter dates back to 2020-2021 when the accused began publicizing these parcels of land as potential sites for developing farmhouses and residential colonies.

Survina Bhalla (80) and Amit Banga (58), the complainants in the two FIRs, alleged that they were duped by the accused, who showed them forged letters from the Hon’ble Haryana CM, as well as fake approvals from the Town and Country Planning Department and the Real Estate Regulatory Authority (RERA). The complainants stated that the accused appeared very wealthy, often arriving in Mercedes cars with a Personal Security Officer (PSO), and frequently communicated via WhatsApp, claiming they had meetings with ministers and senior officials.

The FIRs have been registered against the real-estate developer company M/s Goldkist Developers Pvt Ltd, its director Raj Bala, her husband Hari Das Gupta, another director Braham Parkash Aggarwal, tehsildar Shikha Garg, patwari Asgar, and others, including Balwan Singh and Rajesh Kumar Gupta. The two FIRs, numbered 133 and 134, were registered at Gurugram’s DLF-II police station following orders from the Additional Chief Judicial Magistrate (Gurugram) Ramesh Chander.

Orders were received from the Hon’ble ACJM’s court on July 8, and the FIRs were subsequently registered. Further investigation is currently underway, according to an investigating police officer.

According to both FIRs, the complainants alleged that they were shown parcels of land for constructing farmhouses or houses by the accused, who claimed to have obtained all necessary approvals from the Haryana Director (Town and Country Planning), RERA, and the Hon’ble Chief Minister of Haryana. Survina Bhalla alleged that she paid Rs 1.30 crore initially and spent over Rs 2 crore on levelling the land and construction. The accused then demanded additional payments of Rs 5 crore and Rs 25 crore for further approvals. Amit Banga alleged that he paid Rs 2.94 crore to the accused.

The complainants registered the sale deeds in their names, which were signed by the tehsildar and the patwari, and began construction work on their respective parcels of land. However, they were shocked when, in July 2021, officials from the District Town Planner (Enforcement) arrived at their sites with JCB machines to demolish their structures.

Banga, in his complaint, which is part of the FIR, stated that after the registry of the land, he took possession and constructed boundary walls. He began making plans for his dream house, engaging an architect and construction company. However, on July 6, 2021, officials from the District Town Planner (Enforcement) arrived with JCBs and demolished the boundary walls of all the farm lands. When the complainants tried to stop the government authorities, they were informed that the accused did not have any approvals from the DTCP or RERA and that they had been cheated of their hard-earned money. The enforcement authorities also informed them that the documents presented were forged and fabricated, making them victims of a planned cheating scheme.

When the complainants approached the tehsildar and patwari, both officials stated that they registered the sale deeds as per the norms. However, the complainants allege that the revenue department officials acted in connivance with the other accused persons.
