Real Estate News:NEW DELHI: The Maharashtra government has taken a significant step towards addressing the state's housing crisis by approving a new housing policy titled ‘Majhe Ghar – Majhe Adhikar’ (My Home – My Rights). This ambitious policy, which will be implemented over the next five years, aims to construct 35 lakh homes with an investment outlay of ₹70,000 crore.

As part of the implementation strategy, the cabinet has cleared the formation of a ₹20,000 crore 'Maha Aawas Nidhi' at the state level. This fund will finance large-scale housing projects under the new policy framework, ensuring that resources are available to meet the housing needs of the state's growing population.

Prashant Sharma, president of NAREDCO Maharashtra, expressed optimism about the policy. “The focus on slum rehabilitation, redevelopment, and the creation of a MahaAwas Fund will be instrumental in addressing the housing shortage and improving the urban landscape. We believe this progressive policy will provide a significant boost to real estate, create large-scale employment, and ensure dignified living for citizens across income groups,” he said.

The policy places a strong emphasis on redevelopment, self-redevelopment, and social housing. To address delays and quality control issues in redevelopment projects, a state-level grievance redressal committee will be formed. This committee will mediate between stakeholders and monitor quality standards to ensure that redevelopment commitments are met.

A dedicated self-redevelopment cell will also be established to encourage cooperative housing societies to take up redevelopment independently. A ₹2,000 crore self-redevelopment fund will support these initiatives, providing the necessary financial backing for such projects.

One of the most innovative aspects of the policy is the introduction of a rent-to-own model. This model allows working women, students, and industrial workers to initially occupy homes on rent for up to 10 years, with the option to gain ownership thereafter. This initiative is designed to provide affordable housing solutions for those who may not have the means to purchase a home outright.

Niranjan Hiranandani, chairman of NAREDCO and the Hiranandani Group, praised the policy's comprehensive approach. “This plan, with its strategic emphasis on rental housing for working women, students, and industrial workers, is a transformative step toward addressing the urgent need for affordable urban housing. Initiatives such as the walk-to-work model near employment hubs, supported by robust multi-modal infrastructure and last-mile connectivity, will catalyze industrial and commercial real estate, paving the way for an integrated urban development model,” he said.

To support social housing initiatives, the government will mobilize CSR funds through public-private partnerships involving both developers and project enablers. This approach will ensure that resources are leveraged effectively to provide housing for those in need.

The government will also establish a centralized digital platform called the State Housing Information Portal (SHIP). This platform will support data-driven housing decisions and project tracking, ensuring transparency and efficiency in the implementation of the policy.

Nishant Deshmukh, founder and managing partner of Sugee Group, highlighted the potential impact of the policy. “With strategic funding and transparent implementation, this policy can unlock massive redevelopment opportunities in cities like Mumbai, while also ensuring social equity and improved quality of life,” he said.
