Real Estate Maharashtra:Mumbai: The Maharashtra Cabinet has taken a significant step towards boosting the state's technological and creative sectors by approving the Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR) Policy 2025. This policy is expected to generate 200,000 job opportunities and attract investments worth Rs 50,000 crore by 2050.

The policy, with an initial plan worth Rs 3,268 crore, recognizes the AVGC-XR sector as an industry and infrastructure sector. This move is crucial in making Mumbai the capital of the entertainment and tourism sector, as stated in a release from the Chief Minister's Office. The sector was also highlighted in the vision document prepared by the Maharashtra Economic Advisory Committee, aiming to transform the state's economy into a $1 trillion economy.

Several other states, including Karnataka, Telangana, Rajasthan, Kerala, and Madhya Pradesh, have already implemented similar policies. Maharashtra, with 295 AVGC-XR studios, accounts for 30% of the studios in India. There are 20 educational institutions in Mumbai and Pune offering training in this field. The technology is widely used in sectors such as healthcare, education, marketing, defense, agriculture, and real estate.

The policy envisions Maharashtra as a global destination for AVGC-XR. To achieve this, the state will develop AVGC-XR parks equipped with world-class infrastructure, including motion-capture studios, post-production labs, rendering farms, sound facilities, and virtual production studios. Special hubs will be established in key locations such as Film City in Mumbai, Navi Mumbai, Pune, Nashik, Chhatrapati Sambhajinagar, Kolhapur, Satara, and Nagpur. These hubs will feature AI-based animation, real-time rendering, immersive technologies, and metaverse-related applications.

Sixty percent of the land in Integrated Industrial Areas and IT parks will be reserved for AVGC-XR initiatives, with the remaining 40% allocated for residential, institutional, and recreational purposes. Additional Floor Space Index (FSI) benefits under the IT & ITeS Policy 2023 will also apply. The policy allows AVGC-XR activities to operate 24/7, adhering to safety norms prescribed by the labor department and other relevant authorities.

To ensure a steady supply of skilled manpower, a Maharashtra AVGC-XR Skill Advisory Committee will be established. This committee will include industry experts, university and academic specialists, and representatives from various industry associations. The committee will play a crucial role in developing the necessary skills and training programs to meet the industry's demands.

This comprehensive policy is expected to catapult Maharashtra into a leading position in the global AVGC-XR market, fostering innovation, economic growth, and job creation.
