An Occupation Certificate is a legal document issued by the municipal corporation that confirms a building has been constructed according to approved plans and is fit for occupation. It is essential for homeowners to legally occupy the house and obtain necessary approvals like loans, mortgages, and civic services.
Housing societies without OCs face problems such as difficulty in obtaining loans or mortgages, delays in redevelopment plans, and uncertainty in basic civic approvals like water or sewage connections.
The Maharashtra government is working on a detailed resolution (GR) expected in the first week of October, which will outline the rules and processes for housing societies to obtain OCs. The policy includes an amnesty scheme to simplify the process and remove technical and legal hurdles.
The amnesty scheme will allow property owners to regularize unauthorised constructions by obtaining an OC. Penalties may be waived for residents who apply within a stipulated period, and the process will be simplified to remove technical and legal hurdles.
Societies without a conveyance or CC will still be eligible to apply, and even those with FSI alterations or violations can apply. However, in cases of extra FSI or alterations, a premium will be required, though at a discounted rate.
