The Maharashtra Housing Policy 2025 is a new policy approved by the Maharashtra government in May 2025. It proposes a separate RERA-like law for redevelopment projects and includes measures to revive stalled real estate and slum redevelopment projects.
A separate RERA-like law is needed for redevelopment projects because they are not covered under the Real Estate Regulatory Authority Act, 2016. This law aims to regulate such projects and address complaints from homeowners.
In redevelopment projects, residents of old buildings get larger apartments in the newer building for free. The builder sells a certain number of apartments in the new building for a profit in the open market, and the government earns revenue by selling the floor space index (FSI) to the builder.
The Maharashtra government has allocated ₹2,000 crore and proposed the formation of a dedicated cell to assist cooperative housing societies in self-redevelopment initiatives.
MahaRERA has rejected complaints related to redevelopment projects because it views the redevelopment component as not falling within the purview of the RERA Act. Homeowners are advised to approach other competent authorities for their complaints.
