Maharashtra Launches ₹70,000 Crore 2025 Housing Policy: 35 Lakh Affordable Homes by 2030
The Maharashtra Cabinet on Tuesday unveiled the much-awaited 2025 Housing Policy—its first in 18 years—ushering in a comprehensive roadmap for slum rehabilitation, redevelopment, and affordable housing with a proposed investment of ₹70,000 crore. Chief Minister Devendra Fadnavis emphasized the policy’s focus on housing for all under the banner 'My Home – My Right.'
Replacing the 2007 framework, the new policy aims to construct 35 lakh homes for Low-Income Groups (LIG) and Middle-Income Groups (MIG) by 2030. In total, 50 lakh homes are expected to be developed over the next decade. A district-level review is planned in 2026 to align future initiatives with evolving demand and supply patterns.
Structured around four key principles—affordability, inclusivity, sustainability, and resilience—the policy promotes a data-driven, technology-enabled, and transparent development approach, ensuring faster implementation and broader social inclusion. The real estate industry has responded positively, calling the policy a transformative step.
Rajesh Mehta, Senior Director & Head, North, West & East Residential Services, JLL India, said, “The state Housing Policy 2025 is a progressive step toward inclusive, sustainable, and data-driven urban development. With an ambitious target of delivering 35 lakh affordable homes by 2030, the state has laid a strong foundation for large-scale housing transformation.”
He added that the creation of a centralized State Housing Information Portal is “particularly commendable,” highlighting its potential to bring transparency and accountability by integrating geo-tagging, demand-supply data, and inter-agency coordination. Mehta believes such digital-first solutions will significantly enhance planning accuracy and speed of execution.
Domnic Romell, President of CREDAI-MCHI, also lauded the move, stating, “We welcome and wholeheartedly applaud the Maharashtra Cabinet’s approval of the landmark ‘Majhe Ghar – Majhe Adhikar’ housing policy. With an unprecedented outlay of ₹70,000 crore and a target of delivering 35 lakh homes across the state, this policy is a bold and transformative step towards Housing for All.”
He added that it reflects the state government’s deep commitment to inclusive urban development and dignified housing access across all income brackets.
Dr. Niranjan Hiranandani, Chairman of NAREDCO and the Hiranandani Group, called the policy a “visionary move that aligns with Maharashtra’s aspirations to cement its position as India’s economic powerhouse.”
He emphasized the inclusion of rental housing for working women, students, and industrial workers as a key component. “Initiatives such as the walk-to-work model near employment hubs, supported by robust multi-modal infrastructure and last-mile connectivity, will catalyze industrial and commercial real estate, paving the way for an integrated urban development model,” he said.
Dr. Hiranandani also pointed to the policy’s measures to unlock stalled redevelopment projects, such as the creation of self-redevelopment cells, a ₹2,000 crore fund for project financing, and eased compliance norms. He further noted that the ₹20,000 crore MahaWas Niwas Nidhi fund and CSR-driven initiatives represent a bold step toward slum-free, socially inclusive cities.
With support from knowledge institutions like IITs, IIMs, and urban research centers, the 2025 Housing Policy sets the stage for a tech-enabled, future-ready housing landscape in Maharashtra.
