Real Estate Maharashtra:Pune, 25th May 2025: In a significant step towards digitizing cooperative housing society processes, the Maharashtra government has rolled out an online system enabling housing societies to apply for deemed conveyance through the newly launched PRATYAY MahaBhumi portal. The digital platform, developed under the state cooperation department’s e-governance initiative, will be operational from Monday (May 26).

The move is expected to benefit over 70,000 housing societies across the state that are eligible but have yet to secure deemed conveyance — the legal transfer of land ownership from builder to society. Of Maharashtra’s 1.25 lakh registered cooperative housing societies, more than 78,000 are still without this essential ownership document.

Streamlined Process, No More Office Visits

“The entire deemed conveyance process — right from application submission to final certification — can now be done online,” said an official from the cooperation department. “This eliminates the need for society representatives to make repeated visits to the deputy registrar’s office.”

The PRATYAY MahaBhumi portal is part of the state’s broader plan to integrate digital platforms into legal and bureaucratic procedures, thereby increasing efficiency and transparency.

Six-Month Deadline for Completion

Under the new system, authorities are required to complete the conveyance process within six months of receiving an application. While document verification and certificate issuance will be conducted digitally, in-person hearings may still be conducted where deemed necessary.

“This initiative is aimed at reducing the burden on citizens as well as officials. The PRATYAY platform — which stands for Paperless Revision and Appeal in Transparent Way — is designed to make quasi-judicial proceedings faster and more accessible,” said Deepak Taware, state cooperation commissioner and registrar. “It’s a landmark change for cooperative societies across Maharashtra.”

No More Offline Applications

From now on, only online applications will be accepted for deemed conveyance. To facilitate the transition, the department has begun training sessions for officials, deputy registrars, and legal advisors across districts.

“This digital shift will empower societies with faster resolution and greater transparency,” said Kiran Sonawane, deputy registrar at the department’s headquarters. “We expect the new platform to reduce paperwork and bring consistency to the conveyance process.”

The PRATYAY MahaBhumi portal was inaugurated earlier this week by Chief Minister Devendra Fadnavis, underscoring the state’s commitment to governance reform through digital technology.
