Maharashtra Launches State Manufacturing Mission: CM Fadnavis Unveils Plans

Pune, 29th October 2025: Chief Minister Devendra Fadnavis announced on Wednesday that Maharashtra will soon launch its own State Manufacturing Mission, aligning with the Central Government’s National Manufacturing Mission. This initiative aims to transform Maharashtra’s industrial landscape and position it as a global manufacturing leader.

He also declared that a Global Frontier Technology Institute of international standards will be established in Pune to drive innovation and advanced research in frontier technologies. The Chief Minister made these announcements while addressing ‘The Road to India AI Impact Summit 2026’ held at YASHADA, Pune.

The event was organized by NITI Aayog under the theme ‘Reimagining Manufacturing: India’s Roadmap to Global Leadership in Advanced Manufacturing’. The Chief Minister also unveiled the report titled ‘India’s Roadmap to Global Leadership in Advanced Manufacturing’.

Deputy Chief Minister Ajit Pawar, NITI Aayog CEO B.V.R. Subrahmanyam, Minister of State for Urban Development Madhuri Misal, MITRA CEO Praveen Pardeshi, NITI Aayog Distinguished Fellow Debjani Ghosh, and CII Director General Chandrajit Banerjee were among those present.

Thanking NITI Aayog for choosing Pune for the report launch, Fadnavis said that Pune has become a hub for advanced technology and manufacturing. “The future of industrial growth lies in embracing frontier technologies. Maharashtra must lead the next industrial revolution driven by Artificial Intelligence, Quantum Computing, and Semiconductors,” he said.

Maharashtra to Lead India in Advanced Manufacturing

Fadnavis said Maharashtra will take the lead in driving India’s growth in advanced manufacturing. “The State Manufacturing Mission will play a key role in transforming Maharashtra’s industrial landscape. This is part of our Developed Maharashtra Vision 2047, which aims to position Maharashtra as a global manufacturing leader,” he added.

He further said that Maharashtra is already India’s data centre capital. “Pune is the city of technology and manufacturing, and the government is planning to develop a Quantum Corridor between Pune and Mumbai. Navi Mumbai will emerge as a data centre city, while an Innovation City will be developed between Mumbai and Pune, housing the upcoming Global Frontier Technology Institute,” Fadnavis said.

He also revealed that an EduCity is being established, bringing together 12 top global universities — seven of which have already signed up. “Maharashtra will remain at the forefront of India’s manufacturing transformation and help make India a global hub for advanced manufacturing,” the Chief Minister assured.

NITI Aayog Backs State-Level Manufacturing Push

NITI Aayog CEO B.V.R. Subrahmanyam said no country can become developed without a strong manufacturing base. “Major economies have transformed through manufacturing revolutions, and India is moving in the same direction. Maharashtra leads in GSDP, FDI, and employment generation, but sustained efforts are needed to maintain this edge,” he said.

Subrahmanyam added that Pune has the right ecosystem for advanced manufacturing with its strong presence in the automotive and IT sectors. He suggested that Maharashtra establish Frontier Tech Industrial Parks and residential clusters for industrial workers.

Industry Leaders Stress on R&D and Innovation

Rucha Nanavati of Mahindra Group said a dedicated task force has been formed to implement the National Manufacturing Mission, focusing on research, innovation, and India’s AI initiatives.

CII Director General Chandrajit Banerjee emphasised the need to invest in research and development to boost production by 20–30%. “Industry and academia must work together. Pune has immense potential to become a major manufacturing hub,” he said.

Deloitte’s Ishwaran Subramanian added that India’s GDP must grow from 6% to 12% to achieve developed-nation status. “Our share in global trade should rise from 2% to 10%. The roadmap we launched today provides a framework to achieve this,” he stated.

In her opening remarks, NITI Aayog Fellow Debjani Ghosh said the commission is promoting new initiatives in AI and frontier technologies. “Through the NITI Frontier Tech Hub, we aim to transform traditional manufacturing into next-generation smart industries,” she said.

The event concluded with the formal launch of ‘India’s Roadmap to Global Leadership in Advanced Manufacturing’ by Chief Minister Fadnavis. Senior officials from NITI Aayog and industry representatives were also in attendance.
