Real Estate Pune:The Maharashtra government is making significant strides to streamline land transactions and regularise small land parcels. State Revenue Minister Chandrashekhar Bawankule announced that all land plots up to one guntha (1,089 square feet) in size, created in urban zones before January 1, 2025, will be granted legal status. This decision is set to benefit thousands of property owners who have faced prolonged uncertainty over their land holdings.

The move follows the state cabinet's approval of an amendment to the Maharashtra Prevention of Fragmentation and Consolidation of Holdings Act, 1947. The amendment will effectively remove restrictions on non-agricultural lands and regularise nearly 49 lakh fragmented land parcels across the state. The reform is designed to address long-pending land transaction issues, particularly in rapidly urbanising areas.

The amendment eliminates a restrictive clause in Section 8(b) of the Act and adds a new sub-clause to Section 9(3) to facilitate the legalisation process. A committee of senior officials from the revenue and urban development departments has prepared a standard operating procedure (SOP) to ensure a smooth and transparent regularisation process.

Despite these reforms, the revenue department continues to face significant challenges. Data from all six administrative divisions โ€” Pune, Konkan, Nashik, Chhatrapati Sambhajinagar, Amravati, and Nagpur โ€” shows that the Pune division leads in the number of pending cases across both the revenue and land records departments. Over the past two years, 155,410 cases remain unresolved. In the last three months alone, the number of pending cases across the six divisions has increased by 17,413, highlighting the ongoing struggle to clear the backlog.

When asked about the issue, Bawankule stated, 'We will seek detailed information and act accordingly to address the backlog of pending cases.' The government's efforts to regularise small land parcels and streamline land transactions are expected to bring much-needed relief to property owners and contribute to the overall development of the state.

The Tukdebandi Act amendment is a significant step towards resolving land-related issues and promoting transparency in land transactions.
