The AVGC-XR Policy 2025 is a policy approved by the Maharashtra cabinet to transform the state into a hub for digital creativity and innovation. It aims to attract significant investments and create high-tech jobs in the Animation, Visual Effects, Gaming, Comics, and Extended Reality sectors.
The policy has been allocated Rs 3,268 crore, with Rs 308 crore earmarked for the first five years (2025–2030) and Rs 2,960 crore until 2050. Additional funds include Rs 100 crore for 2025–26, Rs 200 crore through WAVES participation, and Rs 300 crore for local startups.
The policy is expected to attract investments worth Rs 50,000 crore and create nearly 2 lakh high-tech jobs over the next two decades. It also aims to establish Maharashtra as a leader in digital creativity and innovation.
Dedicated AVGC-XR Parks will be established in Mumbai’s Film City, Navi Mumbai, Pune, Nashik, Nagpur, Chhatrapati Sambhajinagar, Kolhapur, and Satara. These hubs will offer cutting-edge facilities to support the AVGC-XR sector.
The Maharashtra AVGC-XR Skill Advisory Committee will ensure a steady talent pipeline by bringing together industry leaders, academia, and associations to guide training and innovation. This will help create a robust ecosystem that supports the growth and sustainability of the AVGC-XR sector.
