Real Estate Pune:Pune: The Maharashtra Real Estate Regulatory Authority (MahaRERA) has taken a significant step to enforce accountability and transparency in the real estate sector. Since July this year, MahaRERA has suspended the registrations of 4,812 housing projects across the state and frozen their bank accounts. This action was taken after developers failed to update construction progress or seek extensions, despite repeated reminders.

The suspended projects are concentrated in key urban markets, with Pune leading the list at 1,219, followed by Thane (535), Raigad (465), Mumbai suburban (438), and Palghar (377). These projects now face a ban on property transactions, with developers also liable for penalties of up to ₹50,000 for non-compliance. The move follows an enforcement drive launched in December when MahaRERA identified 10,773 projects that lapsed without fresh timelines being declared.

"Many developers neither requested extensions nor submitted completion details. While some responded with revised timelines, others did not. Those that remained unresponsive have been suspended or their projects kept in abeyance, and their list has been shared on the website," MahaRERA officials said. MahaRERA has instructed the property registration department not to permit any sale or purchase of flats in these projects until developers file fresh timelines and update their status.

Officials clarified that while the registration has been suspended, projects cannot be fully deregistered since bookings may already exist. "The responsibility remains with the developer to complete the project. But until compliance is achieved, they cannot carry out new bookings or sign fresh agreements," they explained. Under the Real Estate Act, the authority is empowered to enforce strict financial discipline and accountability among builders.

The primary objective is transparency and protection of homebuyers' interests. This action is to ensure that buyers are not left in the lurch because of stalled or unaccounted projects, according to a senior MahaRERA official. MahaRERA published the full list of suspended projects on its website, describing them as being "in abeyance." This means bank accounts linked to the projects are frozen, and promoters are barred from executing sale deeds or marketing until all compliances are restored.

Homebuyers can access the abeyance list online as a ready reference before making investments. The regulator's recent review revealed widespread non-compliance, with only three out of 92 projects updating mandatory information in the past two months. However, following the latest crackdown, the number of lapsed projects has come down from over 10,000 to 4,812, indicating that some developers have begun responding.

Developer associations have advised their members to comply. "We have repeatedly urged developers to submit quarterly reports on time and avoid lapses," a representative of a developers' body said. Officials confirmed that suspended projects can have registrations restored only after developers file mandatory quarterly progress reports and update their project status on the website.

The lists are helpful, but there should be stronger warnings built into the system. If a buyer scans the RERA registration QR code, it should clearly flash whether the project is in abeyance. Otherwise, unsuspecting buyers could still pay booking amounts, said S. Balakrishnan, a prospective flat purchaser.
