The purpose of the meeting is to discuss and address issues related to apartment regularisation, RERA provisions, and legal hurdles in housing projects, particularly those involving forest land and leasehold land conversion.
The apartment regularisation scheme provides a framework for the regularisation of buildings constructed without prior approval or in deviation from sanctioned plans, allowing for the registration of apartments completed before February 25, 2017.
The scheme was stayed by the Orissa High Court to remove any ambiguity in the application of the Odisha Apartment (Ownership and Management) Act, 2023, which requires an occupancy certificate and the formation of an allottees' association for registration.
The key departments involved in the discussions include the Forest and Environment Department, the Revenue Department, development authorities, the town planning directorate, and ORERA.
The expected outcomes include providing clarity on RERA provisions, addressing legal hurdles, and ensuring that apartment projects comply with regulatory frameworks, promoting transparency and accountability in the real estate sector.
