The CDR cell, or Conciliation and Dispute Resolution cell, is an alternative dispute resolution platform established by the Odisha Real Estate Regulatory Authority (ORERA) to resolve disputes between homebuyers and promoters more efficiently and cost-effectively.
The CDR cell operates under the provisions of the Real Estate (Regulation and Development) Act, 2016. It facilitates conciliation between disputing parties, aiming to reach mutually acceptable solutions within two months. Agreements reached are binding, and if no settlement is achieved, the disputes are referred back to ORERA or the appropriate courts.
Disputes involving promoters, agents, and allottees that fall under RERA’s jurisdiction can be referred to the CDR cell for conciliation, provided both parties consent.
The CDR cell complements Odisha’s broader efforts to tighten real estate regulations by providing a faster and more cost-effective dispute resolution mechanism. It works alongside enhanced enforcement powers, real-time project approvals, digital integration, and coordinated enforcement with relevant departments.
The CDR cell benefits homebuyers and promoters by offering a faster, more cost-effective, and amicable alternative to formal court proceedings. It helps protect homebuyers’ rights and ensures builder accountability, leading to a more transparent and fair real estate market.
