Public Interest Litigation (PIL) is a legal action initiated in a court of law for the protection of public interest, such as violation of basic human rights of the poor or a matter of significant public importance.
More than 8,000 cheque bounce cases were pending before the only designated Digital NI Act Court in the North District of Delhi.
The PIL highlighted persistent connectivity issues with the Layers portal, which is used for digital case hearings, and listing delays of up to ten months.
The Delhi High Court directed the establishment of a second Digital NI Act Court in the North District, the appointment of additional Metropolitan Magistrates, and the relocation of the concerned Judicial Officer to resolve connectivity issues.
The reforms have led to improved case disposal, reduced pendency, and the adoption of a hybrid model for select cases, enhancing both efficiency and procedural fairness in the digital judicial environment.
