PM Modi Urges RERA Heads to Register All Real Estate Projects and Address Buyer Complaints
Prime Minister Narendra Modi has emphasized the importance of registering all eligible real estate projects under the Real Estate Regulatory Authorities (RERA) Act and has directed state governments to ensure strict compliance. During a PRAGATI (Pro-Active Governance and Timely Implementation) meeting held via video conference, Modi urged all Chief Secretaries to monthly monitor RERA activities in their respective states to ensure that homebuyer grievances are resolved on time.
The Prime Minister’s directive came in response to the low rate of project registration and high complaint rates in certain states. For instance, Uttar Pradesh’s share in the proportion of registered projects is only 2.5%, while it accounts for about 18% of the complaints. Modi specifically asked state officials to ensure that more real estate projects are registered under RERA in UP.
In a statement, the Prime Minister’s Office (PMO) emphasized the need to improve the quality and timeliness of grievance disposal to ensure justice and fairness for homebuyers. The PM stressed that strict compliance with RERA provisions is crucial for restoring trust in the housing market.
Meanwhile, Uttar Pradesh Chief Secretary Manoj Kumar Singh, who attended the PRAGATI meeting, issued some directions to development authorities in the state. He instructed all local development authorities to review the status of the 10 oldest real estate projects in their jurisdiction that have not been delivered yet, within three days. Singh also called a meeting with representatives of the National Real Estate Development Council (NAREDCO) and the Confederation of Real Estate Developers Associations of India (CREDAI) on June 3.
During the meeting, the PM reviewed three major infrastructure projects with a cumulative cost of over Rs 62,000 crore, spanning the sectors of Road Transport, Power, and Water Resources located across various states and union territories. “Emphasising the strategic importance of these projects, he called for concerted efforts to overcome implementation bottlenecks and ensure their timely completion,” the PMO statement said.
Highlighting the adverse impact of project delays, the PM reiterated that such setbacks not only inflate costs but also deprive citizens of essential services and infrastructure. He urged all stakeholders to prioritize efficiency and accountability, stressing that timely delivery is critical to maximizing socio-economic outcomes.
The Real Estate Regulatory Authorities Act, 2016, was introduced to regulate the real estate sector and protect the interests of homebuyers. The Act mandates the registration of all real estate projects and the establishment of RERAs in each state to handle grievances and ensure compliance. The PM’s directives aim to strengthen the implementation of RERA and enhance the transparency and accountability of the real estate sector.
The PRAGATI platform, launched by the PM in 2015, is a multi-modal, multi-sectoral, technology-driven system that facilitates the monitoring and resolution of grievances and project implementation issues. Through PRAGATI, the PM regularly reviews the progress of various projects and initiatives to ensure timely completion and effective governance.
The real estate sector plays a significant role in the Indian economy, and the effective implementation of RERA is crucial for its growth and stability. By ensuring the registration of all projects and addressing buyer complaints, the government aims to build a more transparent and trustworthy real estate market, benefiting both developers and homebuyers alike.
