PMRDA to Scrap TP Schemes on 50% Farmer, Gram Panchayat Opposition

By GeoSquare News Desk · Published 2026-10-26

Pune Metropolitan Region Development Authority (PMRDA) is set to scrap town planning (TP) schemes if 50% or more farmers and gram panchayats in the project area oppose the proposal. The move is aimed at reducing landowner resistance and ensuring that infrastructure projects move ahead with local consent.

What does this mean for landowners?

Under the proposed approach, TP schemes will not be forced on unwilling villages. Farmers and gram panchayats will have a stronger say in deciding whether a scheme is implemented. This could change the way land is pooled for roads, civic amenities, and residential zones across the Pune Metropolitan Region.

Impact on developers and buyers

For developers, the new condition adds uncertainty to projects that depend on TP scheme approvals. Land parcels in schemes facing opposition may see delays, while areas with clear local support could move faster. Property buyers should check the TP scheme status of a project before investing, as approvals may take longer in contested zones.

PMRDA’s decision is expected to influence future infrastructure planning and land supply in Pune’s fringe areas. The final policy framework will determine how opposition is measured and how soon scrapped schemes can be redesigned or replaced.
