The Pradhan Mantri Awas Yojana (PMAY) is a government scheme launched in 2015 to ensure 'Housing for All by 2022'. It aims to provide affordable housing in urban and rural areas, focusing on slum rehabilitation and support for the economically weaker sections.
The key components of PMAY-Urban include In-Situ Slum Rehabilitation (ISSR), Credit Linked Subsidy Scheme (CLSS), Affordable Housing in Partnership (AHP), and Beneficiary Led Construction (BLC). Each component targets different aspects of urban housing development.
The ISSR component of PMAY-Urban focuses on rehabilitating slums by constructing new multi-story buildings in the same area. Beneficiaries are provided with legal possession of the new house, and the scheme covers the cost of construction and infrastructure development.
The CLSS provides interest subsidies on home loans to beneficiaries, making housing more affordable. The subsidy amount varies based on the beneficiary’s income group, with higher subsidies for those in lower income brackets.
PMAY-Urban faces challenges such as the availability of land in urban areas, which is often scarce and expensive, and ensuring that the scheme reaches the most marginalized communities, who often lack the necessary documentation to avail of the benefits.
