Pune RMC Operators Resume Operations After Agreement on Regulatory Framework

Pune, 8th May 2026: More than 300 Ready Mix Concrete (RMC) plants across Pune district, which had remained shut since April 15 over the demand for a uniform regulatory framework, will resume operations from Saturday after a consensus was reached during a meeting chaired by Pune District Collector Jitendra Dudi on Thursday.

The meeting was attended by Pune Municipal Commissioner Naval Kishore Ram along with other officials from the PMC, Pimpri Chinchwad Municipal Corporation, Pune Metropolitan Region Development Authority, Pune and Pimpri-Chinchwad police departments, the Maharashtra Pollution Control Board, and representatives of the Pune RMC Association.

During the meeting, all departments agreed in principle to implement a uniform regulatory framework for RMC projects. Officials also decided that a pollution-free “core zone” for the Pune and Pimpri-Chinchwad metropolitan region would be identified within the next four to six months. A joint committee comprising PMRDA, both municipal corporations, police commissionerates, and the Maharashtra Pollution Control Board will prepare a Standard Operating Procedure (SOP) for the RMC industry within the next three weeks.

RMC operators highlighted that restrictions on heavy vehicle movement in Pune and Pimpri-Chinchwad were severely affecting transportation of concrete, which is a perishable material and requires timely delivery. Following discussions, authorities decided that, except for red-zone areas in both cities, RMC transportation would be allowed on Wednesdays, Saturdays, and Sundays, while on the remaining four days, transport vehicles would be permitted only between 11 am and 5 pm.

The administration also made it mandatory for RMC transport vehicles to display clear identification boards, install cameras, and strictly comply with all regulations laid down by authorities.

Speaking after the meeting, Pradeep Walhekar said the issues raised by RMC operators had been resolved, and the final uniform guidelines approved by all departments would be shared with the association on Friday. He confirmed that all RMC plants in Pune district would restart operations from Saturday.

The closure of RMC plants had disrupted concrete supply to several major infrastructure and housing projects, including metro works, bridges, highways, and residential developments, resulting in delays in project execution and extended completion timelines across the construction sector.
