Punjab Govt Streamlines Real Estate Licensing with Time-Bound SOP
Chandigarh, November 3, 2025: In a major push to streamline Punjab’s real estate sector, the Bhagwant Singh Mann-led government has approved a Standard Operating Procedure (SOP) to make the licensing process for developing colonies faster, transparent, and time-bound.
Announcing the move, Housing and Urban Development Minister Hardeep Singh Mundian said that the new SOP will ensure that colony development licenses are issued within 60 days of the application submission.
The process will be completed in two stages — issuance of a Letter of Intent within 30 days and the final license within the next 30 days.
Mundian said the earlier system was lengthy and often led to delays at various levels of the development authorities. The new SOP introduces fixed timelines for all concerned branches and departments—including Planning, Accounts, Licensing, PSPCL, PPCB, Forest, Drainage, NHAI, and PWD. Any officer failing to meet deadlines will face disciplinary action.
He added that the Mann government has been consistently working to simplify urban development processes, recognizing the sector’s key role in employment generation and economic growth. “The new time-bound procedure will not only reduce red tape but also give a much-needed boost to real estate investment in Punjab,” Mundian said.
This initiative is expected to attract more investors to the real estate market in Punjab, thereby contributing to the state’s economic development.
