Real Estate Pune:Pune: Ready-mix concrete (RMC) manufacturing units and real estate developers in Pune have sought more time to comply with the new guidelines issued by the Maharashtra Pollution Control Board (MPCB). The regulator introduced additional guidelines on October 17 and gave existing plants one month to comply.

The pollution control board recently conducted a meeting in Pune with industry stakeholders, including developers that operate captive RMC plants manufacturing concrete on-site and commercial RMC unit operators that manufacture and transport the raw material to construction sites. Some stakeholders have requested an extension in the deadline for compliance with the new guidelines owing to operational requirements, said BM Kukade, regional officer, MPCB, Pune.

The new regulations require developers and commercial plants to erect a canopy covering most RMC units to prevent dust from spreading in the nearby areas. The norms stipulate that the factories are required to be covered from all sides using tin or similar material built in a box structure. It should cover sections such as raw material handling, silos, loading area, including conveyor belt, mixing unit, and the main plant.

During the meeting, RMC manufacturers raised issues related to procedural aspects. The representatives of RMC units said that while they were ready to comply with the norms, there is a need for better coordination between MPCB and Pune Municipal Corporation (PMC). We are willing to comply with the new guidelines. However, there are no standard operating procedures for issuing permissions for building additional structures such as a canopy. The RMC operators will face action from the municipal corporation if the canopy is built without any permission. The building construction department and solid waste management departments of the corporation should also be involved in the discussion, said Ranjit Patil of Samartha Group, which operates an RMC unit in Warje.

The stakeholders in the RMC business will request MPCB to hold a joint meeting with PMC officials to resolve these issues. Kukade said that there are around 200 commercial RMC units in Pune and Pimpri Chinchwad areas. The norms require new commercial plants to be located more than 200 meters from schools, colleges, hospitals, and courts. Developers have to dismantle the captive RMC plants once the occupancy certificate is issued or 70% possession is granted. Additionally, commercial and captive plants will have to provide a bank guarantee of Rs25 lakh and Rs15 lakh for operation and maintenance.
