The main issue is the controversial occupancy certificate (OC) issued by the Bhubaneswar Development Authority (BDA) despite incomplete construction and alleged regulatory oversights.
The project was initiated by the Odisha State Housing Board (OSHB).
The Odisha RERA intervened in 2018 when the builder offered possession of flats without an occupancy certificate (OC).
In 2021, the BDA’s planning member canceled the OC for the entire project due to incomplete construction, leading to protests from affected buyers.
The next hearing is scheduled for November 7, where the BDA will be required to provide a detailed explanation to the Supreme Court regarding the OC issue.
