TGRERA Mandates PVR Developers to Form Allottees’ Association in Hyderabad

The Telangana Real Estate Regulatory Authority (TGRERA) has issued a directive to PVR Developers, a prominent real estate developer in Hyderabad, to immediately form and register an association of allottees for the 'Urban Life' project in Shankarpally. This directive comes in response to complaints by two homebuyers, Rambadri Siddarth and Kiranmayi Tupakula, regarding delays and deficiencies in the project's execution and management of common areas.

TGRERA Chairman N Satyanarayana issued the interim orders on July 2, 2025, stating, “Initiate all necessary steps for the immediate constitution and registration of such an Association and file a detailed status report indicating timelines for compliance.” The project, 'Urban Life,' is located at Survey Nos. 326(P), 327, 328, and 329, Shankarpally village in Rangareddy district.

The complainants, who were allotted Villa No. 47 under an agreement of sale on May 16, 2020, had filed a memo with TGRERA stating that no association of allottees had been formed as of the date of the complaint. According to the regulations, the realtor is required to enable the formation of an Association or Society of allottees within three months from the date on which the majority of allottees booked their units in the project.

The formation of the allottees' association is crucial for effective adjudication of issues related to common areas and project-wide amenities. This step is intended to ensure transparency, accountability, and the timely resolution of any disputes between the developer and the homebuyers.

PVR Developers, known for their residential and commercial projects in Hyderabad, will now have to comply with the TGRERA directive to form the association and address the concerns raised by the homebuyers. This move is expected to enhance the overall management and maintenance of the 'Urban Life' project, providing a better living experience for the residents.

The Telangana Real Estate Regulatory Authority (TGRERA) plays a vital role in regulating the real estate sector in Telangana, ensuring that developers adhere to the guidelines set forth by the Real Estate (Regulation and Development) Act, 2016 (RERA). This act aims to protect the interests of homebuyers and promote transparency and accountability in the real estate market.

For homebuyers, the formation of an allottees' association is a significant step towards securing their rights and ensuring that their voices are heard. It provides a platform for collective action and negotiation with the developer, which can lead to better outcomes for all parties involved.

In conclusion, the TGRERA's directive to PVR Developers to form an allottees' association for the 'Urban Life' project is a positive step towards resolving the issues faced by homebuyers and improving the overall management of the project.
