ED Seizes ₹82 Crore Ansal Hub-83 Assets in Gurugram Real Estate Scam
The Gurugram zonal office of the Enforcement Directorate (ED) has provisionally attached immovable properties valued at approximately ₹82 crore in connection with an alleged large-scale real estate fraud linked to the commercial project 'Ansal Hub-83' in Gurugram's Sector-83. The action has been taken under the Prevention of Money Laundering Act (PMLA), 2002, following an investigation into complaints by more than 1,000 investors who claim they were misled into investing in the project.
The attached assets include the project land measuring 19 kanal 15 marla — roughly 2.47 acres — along with the construction carried out so far. The commercial development comprises 147 shops, 137 office spaces, and two restaurant units. The provisional attachment is aimed at preventing the transfer or sale of the properties pending further proceedings under the PMLA.
ED initiated its probe based on a first information report (FIR) registered by the Haryana police in June 2023 under Sections 120-B (criminal conspiracy), 406 (criminal breach of trust), and 420 (cheating) of the Indian Penal Code (IPC). The FIR names the promoters and senior officials of Ansal Housing Ltd (formerly Ansal Housing & Construction Ltd), including its whole-time director Kushagra Ansal, along with associated entities, Samyak Projects Pvt Ltd and Aakansha Infrastructure Pvt Ltd.
The complaint was filed by the HUB-83 Allottee Welfare Association, which represents over a thousand investors who had invested in the project over the years. According to ED, the investigation revealed that commercial units in Ansal Hub-83 were marketed and sold even before valid statutory approvals were secured. Crucially, the project licence is said to have expired in December 2015. However, investigators allege that the developers continued collecting funds and selling units until September 2023 without renewing the licence.
ED stated that investors were promised timely possession and modern commercial facilities. Yet, nearly 15 years after the project’s launch, no occupation certificate has been issued, and possession has not been handed over. Several investors had also approached the Haryana Real Estate Regulatory Authority (HRERA), alleging delay in possession, non-completion of the project, illegal collection of money, and violation of statutory obligations.
ED’s findings indicate that more than ₹82 crore was collected from allottees between 2011 and 2023. Instead of being used for completing the commercial project, the funds were allegedly diverted for other purposes, including personal gain.
