The subvention scheme is a loan model where developers offer to pay the homebuyer’s equated monthly installments (EMIs) during the construction period. However, this scheme has been criticized for being a method of fraud, as builders often fail to complete projects, leaving homebuyers in financial distress.
Kolkata, Bengaluru, and Mumbai are the cities most affected by the real estate fraud, with thousands of homebuyers trapped in unfinished projects and facing financial strain.
The CBI has registered six criminal cases against builders and initiated searches at 12 locations. They are also investigating officials of financial institutions accused of colluding with builders through the subvention scheme.
The Supreme Court has described the subvention scheme as ‘a new method of fraud’ and has directed the CBI to conduct preliminary inquiries into such schemes. The court is providing ongoing scrutiny of the sector.
While the CBI’s action provides a sliver of hope, the path to justice is uncertain. Real estate disputes in India often drag on for years, and when developers declare bankruptcy, buyers are left with little more than half-built structures and mounting debt. However, with Supreme Court oversight and the CBI’s aggressive pursuit, there is a growing perception that accountability in India’s real estate sector may finally be shifting.
