Mumbai High-Rise Clearances Delayed by 2-Month NOCAS Glitch

By GeoSquare News Desk · Published 2026-11-02

Mumbai's high-rise residential and commercial projects faced significant delays over the past two months due to a technical glitch in NOCAS, the online system used for fire department no-objection certificates (NOCs). The disruption affected developers in Mumbai and Navi Mumbai, stalling clearances and pushing back launch timelines.

What is NOCAS?

NOCAS, or the No Objection Certificate Application System, is a critical digital platform that streamlines fire NOC approvals for buildings. A prolonged glitch in the system prevented developers from submitting or tracking applications, effectively freezing the approval process for high-rise constructions.

Impact on Projects

The two-month outage created a severe backlog of pending clearances. Many developers who had planned festive-season launches, particularly around Diwali, had to defer their projects. The delay also impacted construction schedules, leading to cost overruns and supply chain disruptions in the real estate sector.

Current Status and Outlook

NOCAS resumed operations on October 29, but the accumulated backlog means it will take time to return to normal processing speeds. Developers are now rushing to resubmit applications and expedite approvals, while industry experts expect a temporary surge in clearance activity over the coming weeks.
