The City and Industrial Development Corporation (CIDCO) in Navi Mumbai has introduced a groundbreaking policy to convert leasehold residential plots to freehold status. This move is expected to boost property values, simplify property transfers, and attract more investments to the city.

The main benefit is that property owners gain complete ownership rights, eliminating the need for periodic lease renewals and providing greater autonomy over their assets. This can simplify property transfers, facilitate easier access to financing, and potentially increase property valuations.
The policy is expected to boost market liquidity, attract more investments, and align Navi Mumbai’s property market more closely with those in other major metropolitan areas where freehold ownership is prevalent. It also promotes long-term investment in property maintenance and sustainable building practices.
The scheme is optional and applies to plots where lease deeds have already been executed. Eligible plot holders can apply for conversion upon payment of prescribed fees.
CIDCO has established a dedicated committee to scrutinise applications and ensure a transparent and efficient conversion mechanism. The responsibility for maintaining and updating land title records will be transferred to the Department of Land Records, Government of Maharashtra.
The policy is expected to contribute to a more eco-friendly and resilient urban fabric by encouraging investments in sustainable building practices, energy-efficient homes, and green landscaping. It also promotes a more equitable and transparent real estate market, benefiting all property owners.
