Noida Authority Lifts Long-Standing OC Ban for Sports City: Relief for Homebuyers

Homebuyers in Noida’s Sector 150 have a reason to rejoice after the Noida Authority lifted a five-year ban on the issuance of occupancy certificates (OCs), registries, and the sale-purchase of completed apartments under the Sports City scheme.

The ban, imposed in 2021 over developers’ failure to develop mandated sports infrastructure, had left thousands of buyers in ready luxury projects unable to take possession or register their homes despite completion.

The decision was taken at the authority’s recently conducted board meeting, following a Supreme Court order dated November 24, 2025, directing the Noida Authority to issue conditional OCs and allow registries in projects that comply with approved building norms.

In line with the Supreme Court’s directions, the Noida Authority has issued a conditional occupancy certificate for a group housing project under the Sports City scheme in Sector 150, Noida, after it cleared all outstanding dues. The Authority’s board, chaired by Uttar Pradesh infrastructure and industrial development commissioner, Deepak Kumar, approved the decision.

The board has resolved all pending issues related to the Sports City project and lifted the ban on occupancy certificates and registries. The board has also directed the Authority to approve the revised master plan for plot SC-02, paving the way for relief to thousands of homebuyers.

In January 2021, the Noida Authority had stopped key approvals for the Sports City project in sector 150—including occupancy certificates and flat registrations—citing builders’ failure to develop the mandated sports infrastructure.

On November 24, 2025, a two-judge bench of Justices M. M. Sundresh and Satish Chandra Sharma accepted a comprehensive resolution plan submitted by the Noida Authority for the Sector 150 Sports City project. The apex court order effectively resolved a dispute that had dragged on for nearly five years and had affected thousands of homebuyers. The case involved dozens of group housing projects in Sector 150 being developed by major real estate players such as Lotus Greens, County Group, Eldeco, Tata Projects, Prateek Group, Godrej Properties, and Prestige Group among others.

The decision has come as a major relief to thousands of homebuyers who have been waiting since 2021 to take possession and register their homes in ready luxury projects in Sector 150. Homebuyers have welcomed the move and called for swift implementation.

Rajiva Singh, President, Noida Federation of Apartment Owners Associations (NOFAA), hailed the move and said that registry of homes would bring in ownership rights for thousands of homebuyers of the Sports City project.

'Allowing apartments to get registered brings immense relief for homebuyers. Homebuyers have been under constant financial burdens as they have made huge investments in these luxury apartments. The anxiety for getting possessions and ownership rights has been affecting the mental as well as physical well-being of homebuyers. The wait has been for almost over half a decade,' Singh told Moneycontrol.

He added that in the Sports City project, the concept is to develop sports infrastructure along with residential apartments, which makes it a unique project. This brings in a concept of modern living where residents get exposure to sports facilities in close vicinity, enabling them to achieve their fitness goals and ease of living.
