Punjab & Haryana High Court Stays Investigation Against 32nd Avenue CEO Dhruv Dutt Sharma
The Punjab and Haryana High Court has stayed the investigation in multiple FIRs registered against Dhruv Dutt Sharma, the CEO of 32nd Avenue, a renowned dining and entertainment real estate hub in Gurgaon. This decision comes after Sharma was accused of selling the same unit to several buyers. However, the court has clarified that the investigation in one FIR (FIR No.262 of 2025) will continue.
FIR No.262 of 2025 is the first FIR lodged against Sharma. It was filed by an individual who alleged that Sharma failed to pay rent for a commercial unit booked by his son in December 2021. The complaint states that since June 2025, the rent has not been paid. The court was hearing Sharma's plea challenging multiple FIRs registered against him.
Senior advocate RS Rai, representing Sharma, argued that there was no criminal breach of trust or cheating involved in the case. He contended that it was merely a dispute between the landlord and tenant regarding the non-payment of rent. Rai further submitted that if the landlord was aggrieved, he could file an appropriate petition before the concerned authority. Additionally, Rai pointed out that five shops in one shopping complex had led to the registration of five different FIRs against Sharma, which was done to harass him. He argued that if Sharma were to get bail in one FIR, he could be arrested in another.
Justice Subhas Mehla, in his order, issued a notice on the petition and directed that the State should not proceed with other FIRs until the next date of hearing. The order states:
"Notice of motion for 08.04.2026. In pursuance of advance notice, Mr. Karan Veer Singh, Sr. DAG, Haryana, appeared and requested for a short adjournment for filing reply. Notice to remaining private respondents be issued for date fixed. Dasti, as well. In the meanwhile, except the first FIR No.262 of 2025, under Sections 409, 420 and 120-B IPC, registered at Police Station Civil Lines, Gurugram, the State is directed not to proceed with other FIRs, till the next date of hearing."
The petitioner's counsel also relied on the law laid down by the Supreme Court in the case of State (NCT) of Delhi versus Khimji Bhai Jadeja (2026) and the order passed by the High Court's Co-ordinate Bench in Ashish Bhalla vs. State of Haryana and others. The petition has been filed by advocates Sumer Singh Boparai and Prabhav Ralli.
