BMC Reissues Tender for Mumbai-wide Smart Parking System with Revised Conditions
The Brihanmumbai Municipal Corporation (BMC) is set to reissue a tender for the commissioning, operation, and maintenance of a smart parking system across Mumbai. The previous tender failed to secure an adequate response from qualified agencies, leading the civic administration to revise the financial and technical conditions to attract firms with greater expertise in delivering large-scale smart parking solutions.
Among the key changes, the BMC has decided to remove the requirement that operators pay property tax on off-street public parking lots. The civic body is also revising the financial eligibility criteria and exploring opportunities for ancillary revenue generation within the project framework. These modifications are intended to improve the viability of the proposal and encourage wider participation from prospective bidders.
The proposed smart parking system is designed to provide motorists with real-time information on parking availability across the city. Users will be able to reserve parking spaces in advance or while traveling through a web-based platform or mobile application. The project seeks to create a unified parking management network capable of monitoring vehicle movement and parking occupancy at designated locations.
BMC Additional Commissioner (Projects) Abhijit Bangar indicated that the revised tender will focus on agencies capable of providing integrated solutions that combine physical infrastructure with advanced software systems. Civic officials stated that the earlier bidders did not meet the administration’s expectations regarding experience and operational capability required for the project.
The smart parking system is expected to deploy cameras equipped with video analytics, magnetic sensors, and automatic boom barriers to track vehicle entry and exit in real-time. Information on available parking slots will be disseminated through multiple digital channels, enabling motorists to identify vacant spaces before reaching their destination. The system will also provide details of applicable parking charges before a trip is undertaken.
BMC first invited requests for proposals for the integrated project in March last year. Prior to that, the civic body had floated separate tenders for software and hardware components. Following a poor response to the hardware procurement process, the administration decided to merge both components into a single contract. The forthcoming tender represents the latest attempt to implement a city-wide digital parking management system intended to improve parking efficiency and support traffic management across Mumbai.
The revised conditions, including the removal of property tax liabilities and changes to financial eligibility norms, are expected to make the project more attractive to potential operators. The BMC is committed to modernizing parking management in Mumbai, and the smart parking system is a crucial step towards achieving this goal.
