Maharashtra Revises Land Lease Policy, Extends Commercial Use to 49 Years
The Maharashtra government has made significant changes to its land lease policy, permitting state-owned land to be leased for commercial use for up to 49 years. This revision extends the previous limit of 30 years and aligns with the broader goal of optimizing the use of state resources and boosting economic activities.
In a recent circular issued by the Revenue Department, the state government clarified that any land parcel can now be leased for a period of 49 years. The lease term can be extended further, provided there are no violations of the agreement or its conditions. This policy update is particularly significant given the Eknath Shinde-led government's approval to lease Maharashtra State Road Transport Corporation (MSRTC) land parcels for up to 100 years for commercial activities such as setting up petrol pumps and other ventures.
At a state cabinet meeting held in January, the government decided to establish clear guidelines for all state departments and undertakings intending to lease land for commercial purposes. District collectors have been tasked with regulating the process to ensure compliance with the department’s conditions, timely deposit of lease rent with the government, and periodic revision of rent, as stated in the circular.
The new policy, however, does not apply to land parcels leased directly by the Revenue Department. This ensures that the department retains control over the leasing of its own properties, maintaining a balance between flexibility and regulatory oversight.
The decision to extend the lease period and introduce clearer guidelines is expected to attract more investors and developers to the state. By providing a longer lease term, the government aims to create a more stable and attractive environment for businesses, which can lead to increased investment, job creation, and economic growth.
Moreover, the policy is designed to ensure that state-owned land is utilized efficiently and generates revenue for the government. This is particularly important in a state like Maharashtra, where the demand for commercial land is high, and the need for sustainable economic development is paramount.
The implementation of these new guidelines will be closely monitored to ensure that all stakeholders, including local communities, benefit from the policy changes. The government is committed to striking a balance between promoting commercial activities and safeguarding the public interest.
Overall, the revised land lease policy is a positive step towards modernizing the state’s land management practices and fostering a more dynamic economic environment in Maharashtra.
